Letter 46: Memorandum received by our legates named above.

The instructions [Indiculus] which our legates named above received. When, with God favoring, you have entered the Eastern regions, if any bishops meet you and wish to offer the document [libellum], whose content you have learned, subscribed by their own hand, receive them and grant them the fellowship of holy communion. But if the bishops who meet you are unwilling to make profession in the manner we have stated above, let them indeed be treated by you with priestly affection, but let there be no common table for you with them, nor should you presume to accept from them either provisions, except only conveyance, if the occasion should require it, and hospitality, lest they believe themselves to be utterly and contemptuously despised. But when, with God's help, you have come to Constantinople, take up lodging in the residence which the emperor shall provide, and permit no one to approach for your greeting beforehand, except those whom the emperor himself shall have sent or those whom you recognize to be of our communion, until you see the prince himself. Presented before him, as you greet him, offer our letters, suggesting that we have received great joy concerning his reign and rejoice exceedingly, because Almighty God has [...] him to this, according to his sacred letters, [...] so that in accordance with those things which have been [...] by the prelates established by the apostolic see, with God as author and with his realm striving alongside, both the peace and the unity of the churches, desired for so long a time, may come to pass. If he should urge you to see the bishop of Constantinople, indicate that you hold predetermined instructions, which also have often been made known by them: namely, what profession ought to be celebrated by all the bishops embracing catholic communion. "If the bishop of Constantinople is prepared to fulfill these things, we meet him gladly; but if he scorns to follow the exhortation of the apostolic see, what need is there that our greeting should proceed to an occasion of contention, for whom there is no commission [in our mandate] for dispute or contest?" But if the emperor should wish it to be disclosed to him what it is that you require to be done by the bishop, show the form of the document which you carry. But if, consenting concerning the anathema of Acacius, he should say that his successors must be recited [in the diptychs] on this account, that on behalf of the defense of the Synod of Chalcedon some of them were deported into exile, you shall make known that you are able to detract nothing from the form of the document, in which the followers of the condemned are likewise contained. But if you are unable to deflect them from this intention, at least acquiesce in this much, that, Acacius having been anathematized specifically through the document which we have given you, silence be kept concerning the names of his successors, their designations being erased from the inscription of the diptychs. When this has been done, receive the bishop of Constantinople into our communion. But as for the document, whether of the bishop of Constantinople or of others whom you, God willing, shall happen to receive, first see to it that it be recited in the presence of the people. But if this cannot be done, at least let it be read out in the sacristy, with the clergy and the archimandrites present. When all these things, God willing, have been completed, ask the emperor that, sacred letters having been dispatched through the metropolitan bishops, with the letters of that bishop himself joined, it be made known that the bishop of Constantinople, by his own consent as well, the profession having been celebrated, which the apostolic see has dispatched, has been received into the unity of communion. By which letters let him also exhort them to profess the like. But if in this matter the emperor should bring forward some difficulty, let the bishop of Constantinople, by directives sent to his parochial bishops or to the other metropolitans, in the presence of those who shall likewise have been sent by you, make known what he himself has done. This you ought to exact from him by every means, so that, by the testimony of this deed traveling abroad, it cannot be hidden even from all those who are positioned far off.
