Your letters have informed us that our brother Andrew has, by God's favor, been duly ordained bishop of Nicopolis. Since you report that his consecration took place with the consent of the clergy and the people of the province, we rejoice and pray that the good qualities you attest in him will remain and increase by God's grace -- for the goodness of leaders is the safety of those they serve.

It is your duty to work earnestly to imitate what you clearly admire in him. It is wrong before men and punishable before God for anyone to refuse to follow the good that pleases him. Let your obedience lend credibility to your praise. Let no one oppose him when he gives orders for the common good of the Church. Let each of you show your devotion willingly, so that with priestly harmony among you that is pleasing to God, no ill feeling may break the bond of mutual charity. The cunning enemy will find no foothold where genuine love holds firm.

Be vigilant, dear brothers. Give the flock committed to you the watchful care you owe them. Counter the enemy's schemes with attentiveness and prayer. Entrust the people you serve to God with uncompromised faith, so that your priestly office may earn you a crown rather than a penalty before the eternal Judge.

I have sent a pallium to our brother and fellow bishop Andrew and granted him all the privileges our predecessors conferred on his predecessors.
